Tarlac State University becomes the first state university and college (SUC) to earn the Hall of Fame recognition from the Association of Government Accountants of the Philippines, Inc. (AGAP) after being named Most Outstanding Accounting Office for Calendar Year (CY) 2025, marking its third consecutive year of receiving the distinction.

The award was presented on October 20, 2026, during the AGAP Annual National Convention 2026, with the theme “Beyond Compliance: Transparency and Accountability in Public Spending through Meaningful and Impactful Reforms,” held at the SMX Convention Center in Pampanga.

The award was received by University President Dr. Jasper Jay N. Mendoza; Vice President for Administration Dr. Marlon V. Gamido; Office of Finance Director John Erwin C. Panlilio; Budget Management Unit Head Mr. Ryan R. Ronquillo; and Accounting Unit representatives Ms. Saralyn D. Cawigan and Ms. Jobelle Q. Guiang.

President Mendoza expressed his happiness and pride at the recognition, highlighting the University’s record of 15 consecutive years of receiving an unmodified audit opinion. He also expressed gratitude to the past administration for its contribution to sustaining the record.

“We are very happy and proud of this achievement, especially as the University marks 15 consecutive years of receiving an unmodified audit opinion. We are also grateful to the past administration for its contribution to sustaining this record. I would like to congratulate the Finance Office for its continued efforts and commitment to maintaining the University’s standards in accounting and financial management. I hope that we can sustain this performance and continue to improve our financial services in the years to come, as we work toward our target of achieving the Platinum Award,” President Mendoza said.

The award’s evaluation criteria include the results of the Commission on Audit (COA) assessment and the Department of Budget and Management (DBM) assessment, each accounting for 50 percent of the evaluation. The first stage considers audit opinion, accuracy, and timeliness, while the second stage evaluates obligation and disbursement rates for offices that meet the required first-stage rating.

The Hall of Fame recognition marks another milestone for TSU’s Accounting Office as it continues to sustain its performance and improve its accounting services.
